Focuses on the problem of placing the USSR in the context of American strategic planning that originates from the State Department. Focuses on the relationship of military strategic thinking to international views on the USSR and communism. Examines the role of the USSR in the post-War world, Soviet political goals, the USSR presence in the world economy, and the spread of communist ideology.
