Expert Bio

Arkady Moshes is a senior researcher and head of the Russia and EU Program at the Finnish Institute of International Affairs. He has been a researcher at the Institute of Europe (Section of Military-Political Studies, European Policy) and also at the Institute of Europe, was head of the section for European Security and Arms Control and the Section for Security of the CEE and the Baltic Sea Region. He received his degrees at Moscow State University and the Institute of Europe and his Ph.D. in history of international relations at the Institute of Europe, Academy of Sciences of the USSR.

Project Summary

Will the U.S. and Europe be able to successfully cooperate in the cause of Ukraine’s systematic transformation or, on the contrary, Ukraine will complicate the relationship between them? How and, in fact, whether at all, the U.S. could affect the skepticism of Europeans? The project aims to address these questions.
