Project Summary

3 Cold Ward defense policy debates: 1. The war scare of the late 1940s in which some US defense community members claimed a Soviet invasion of Western Europe was imminent and, thus, advocated a major increase in defense spending 2. The 1976 Team B experiment in which some defense community members challenged CIA assessments of Soviet capabilities and intentions 3. The 1985-1991 debate in which defense community members differed over the Gorbachev regime’s commitment to major defense cuts and conversion defense policy; defense changes after Cold War; assessments of soviet intentions and capabilities; defense community decisions about budgets
