description and analysis of an aspect of Soviet foreign policy from 1984 onwards, the concept of Our Common European Home, in order to assess whether this concept signals continuity or change in Soviet attitudes, and if change then in what direction; it is assumed that the European theme should serve various uses, as a way for the USSR to: break out of its self-imposed entrenchment of the early 1980s/ test the possibilities of diversifying its foreign policy dialogue; put non-specific, open questions to the Europeans on possible areas of cooperation while retaining the right to accept or reject the forthcoming propositions
