Discusses obstacles for the U.S. towards formulating an energy policy towards the Capsian sea. Investigates opposition from Russia, China and Iran, and Russia’s economic and political influence in the former Soviet republics. Examines competing interest in the region’s energy resources, and the monoploy of oil and gas pipelines.
