A diplomat who was recently selected by the State Department to participate in its "Exceptional Analyst/Intelligence Officer Program," Mr. Kivler specializes in Russian and Central Asian issues with the Bureau of Intelligence and Research. In 1998, Mr. Kivler received an M.A. in International Economics/Relations from the School of Advanced International Studies of Johns Hopkins University. He was subsequently assigned to the U.S. consulate in Yekaterinburg, Russia and to the U.S. embassies in Moscow and Tashkent, Uzbekistan.
