Soviet Perceptions of the U.S. Military Challenge to Strategic Parity

Project Summary

Examines Soviet arms control policis under Gorbachev. Reviews the assumption that the mere persuit of strategic superiority is pointless and that arms control argreements can be used to stabilize the relatinship between the superpowers and to eliminate unanticipated dangers. Examines the shift in the military doctrine, and the long-term drive to make the Soviet homeland safe.
