Project Summary

Examines the degree to which perestroika may have upset the compromised balance between regulating the private economy and economic crime and hiding social ills from public scrutiny. Lubin argues that Gorbachev did not trade one for the other in guarding against severe political unrest, but did both, and identifies pontential new challenges for Moscow.
