Expert Bio

Tom is a Research Analyst with the U.S. Climate Program. He supports efforts to quantify state and local level policies and their emissions abatement potential as well as an initiative to develop city-level GHG inventory data for an online portal. He contributes to key reports and the development of data aggregation and scaling methodologies.

Tom has experience in program administration, policy analysis, and the promotion of sustainable environmental practices both in the U.S. and abroad. He has served internationally as a U.S. Peace Corps Volunteer and as an intern for the USAID Clean Energy and Water Program in Armenia. He holds an M.S. in Global Affairs with a focus in energy and environmental policy from New York University.
