Comparative studies both in 5 Russian provincial towns and 4 neighbourhoods in Moscow in 1990/1993 have revealed striking significance of the basic cultural orientations and expectations for choosing among various research and design techniques, be it the question of the Urban Econology of the first steps in Land-Use Economy or attempts to create foundations for Urban Legislation architecutre; urban development; environmental policies
