Project Summary
Examines the role of experiments in the policy-making process in the USSR, particularly in the Brezhnev and post-Brezhnev eras. Notes the policies that begin as expirments and tracks the scarce few that are introduced successfully on the national level. Explores the issue of the experimental approach, the rate of failure in several policy areas, includin agricultural organization, work incentive and participation in management, urban public administration and delivering services.
