Full Biography

General (retired) Julián Pacheco Tinoco is Minister of Security and Coordinator of Honduras’ Special Commission on Police Reform. Previously, he was nominated by the National Council on Defense and Security to serve as National Director of Investigation and Intelligence. In 2014, he was honored by the National Congress with the “Gran Cruz Placa de Oro” medal. During the course of his military career, he served in a number of high-level roles, including as secretary general of the Joint Chiefs, director of the Academia Militar de Honduras “General Francisco Morazán,” director of Strategic Information of the Armed Forces (C-2), and battalion commander. Pacheco graduated from the Academia Militar de Honduras “General Francisco Morazán” as a Second Lieutenant in the infantry. He also attended the National Autonomous University of Honduras (UNAH), where he graduated with a B.S. in legal and social sciences.
