Vice President Joe Biden is visiting Northeast Asia this week on a long-scheduled trip that has taken on new importance. His stops in Tokyo, Beijing, and Seoul take place against the backdrop of China’s announcement of a new air defense identification zone that includes areas and territories claimed by Japan and South Korea. Both nations have protested the Chinese action.
