Thinking Canada is a series of commentaries and working papers on public policy issues in Canada, topics relevant to US-Canadian relations, and the North American region. The views of the authors are their own and are published by the Woodrow Wilson International Center for Scholars through its Canada Institute to promote greater awareness and insight on the United States' neighbor and longstanding partner.
